Vice city had better characters, settings and story. But yes GTA V had superb graphics and mods. Vice City remains the best GTA games until the writers beat it.

GTA 5 is the best game ever. Period. 3 ppl you can play with. You can never get bored. Replay the story mode anyway you want. The graphics, the realism, the beauty of the landscape—what more can you ask for????
